Marine Safety Equipment by State

Requirements are set by each state and territory and scale with distance offshore. This page tells you where the current rules live and what pattern they follow.

That is not evasion. Recreational safety equipment requirements in Australia are set separately by each state and territory, they are revised, and they are the kind of information where a confidently wrong summary on a third-party website is actively dangerous. A list copied here would begin going out of date the day it was published, and you would have no way of knowing which line had changed.

What this page gives you instead is more useful: where the current rules live, what pattern they follow, and why that pattern is what it is.

The split matters. Your beacon registration and your radio licensing are national questions with one answer each. Your lifejacket, flare and equipment obligations are a state question, and the answer changes with the water you are floating on.

#Where to check, by jurisdiction

Go to the authority for the waters you will be in:

  • New South Wales — Transport for NSW maritime, at nsw.gov.au
  • Queensland — Maritime Safety Queensland, at msq.qld.gov.au
  • Victoria — Maritime Safety Victoria / Transport Safety Victoria, at transportsafety.vic.gov.au
  • South Australia — Department for Infrastructure and Transport, at dit.sa.gov.au
  • Western Australia — Department of Transport, at transport.wa.gov.au
  • Tasmania — Marine and Safety Tasmania, at mast.tas.gov.au

#The pattern every jurisdiction follows

Although the lists differ, the structure is consistent enough to plan around.

Requirements scale with water type and distance from shore. Typically three or more tiers — enclosed or sheltered waters, open waters, and beyond a specified distance offshore. Each tier adds equipment.

The tiers are defined per jurisdiction. A body of water classified one way in one state may be classified differently in another, so read the definition and not just the table.

Common themes across the tiers:

  • lifejackets of a specified standard, in a specified number, sometimes required to be worn in defined circumstances
  • visual distress signals — flares, and increasingly alternatives
  • a means of communication, scaling to marine radio beyond a certain distance
  • a distress beacon beyond a certain distance
  • bailing, anchoring, firefighting and navigation-light equipment
  • navigation equipment, including charts and a compass on open waters

#Why a compass is on the list

That last item is the most interesting one, and it is the reason this page sits in the seamanship section rather than being a link farm.

New South Wales requires a chart and compass on open waters, and explicitly notes that a compass is still required where satellite navigation is carried.

That is not bureaucratic conservatism. It is precisely the argument the navigation redundancy guide makes, written into law:

  • a magnetic compass needs no software, no network, no power and no satellite data path
  • it therefore survives a breaker, a battery bank, a backbone fault, a lightning event and a firmware update
  • a second chartplotter on the same network survives none of those

The regulation encodes a genuine engineering insight. It is worth treating the rest of the list the same way — as a floor derived from what actually fails, not as a tax.

#Going beyond the minimum

The equipment lists are minimums for the waters concerned. The things most worth adding above them, in order of value per dollar:

  1. A charged handheld VHFindependent battery, survives main-power failure, goes in the grab bag
  2. AIS MOB devices on lifejackets — the highest-value electronic addition for a shorthanded boat, per the man overboard procedure.
  3. A tablet with offline charts, stored charged and disconnected from the vessel network
  4. A satellite messenger on an active plan, for two-way communication independent of the vessel
  5. A transmitting AIS, so commercial traffic sees you

#Crossing borders

Requirements apply to the waters you are in, not to where the boat is registered. A coastal passage across a state boundary can change your obligations mid-voyage.

On any passage crossing a border, check both jurisdictions during the appraisal stage of passage planning, not on arrival.

#Bottom line

Check the authority for the waters you will be in, every season, because the lists change. Expect requirements to step up with distance offshore. And read the compass requirement as the clue it is: the rules are built around what fails, which is the same principle you should use for everything you carry above the minimum.

Short answers to the questions this guide raises most often.

Is there one national list of required safety equipment in Australia?

No. Recreational safety equipment requirements are set by each state and territory maritime authority, and they genuinely differ — in what is required, in how waters are classified, and in the distances at which requirements change. Some things are national: AMSA administers distress beacon registration and MMSI allocation, and ACMA administers marine radio licensing. Always confirm the current position with the authority for the waters you are actually in.

What does 'open waters' mean for equipment requirements?

It is a classification each jurisdiction defines for itself, generally distinguishing sheltered or enclosed waters such as rivers, harbours and lakes from coastal and offshore waters. The definitions and the boundaries are specific to each state, so a boat that is in enclosed waters in one jurisdiction may be in open waters in another. Check the definition, not just the equipment list.

Do I need a compass if I have a chartplotter?

In some jurisdictions, yes, as a matter of law. New South Wales requires a chart and compass on open waters and explicitly notes that a compass is still required where satellite navigation is carried. That is the redundancy principle made mandatory: a magnetic compass needs no software, no network and no satellite data path, so it survives failures that take out everything else.

Does my equipment need to change if I cross a state border?

Potentially, yes. The requirements apply to the waters you are in, not to where the boat is registered, so a passage from Queensland into New South Wales or from Victoria into South Australia can change what you must carry. On any passage crossing a border, check both jurisdictions before departure.
